HERON LAKE CITY COUNCIL
SPECIAL MEETING
DECEMBER 13, 2017, 8:30 AM
The meeting was called to order by Mayor Jason Freking, with the following other following council members present; Carol Wagner, Roger FitzHenry, Andrew Rasche, and Glenn Kuhnau.
The purpose of the special meeting is to review applicants for the public works director position.
Discussion was on the applications of Justin Crowell, Anthony Katona, Jason Harnack, and John Haberman, all of whom were considered finalists and interviewed. At this stage in the hiring process, finalists’ names and pertinent job qualifications are public data.
Positive and negative attributes were assigned to each, with positives including; experience with relevant equipment, CDL license holder, residence in Heron Lake or in close proximity, personable disposition, liking to work alone, and building maintenance experience.
Negative marks included; living out of town (might not be able to make it to Heron Lake for snow or other emergencies), inexperience with contract negotiations and project management, frequent job changes, and high wage expectations.
Based on the compilation of positives and negatives, council ranked the candidates first through third choices. Mayor Freking is to call and offer the position first to Katona, with Harnack being second and John Haberman, third. Crowell had indicated that he would not be interested for less than twenty dollars per hour, which the council was not ready to offer.
An item was raised concerning Red Rock Rural Water needing to put an antenna on our water tower for wireless communications between the meter building and our water treatment plant. Council directed staff to have RRRW/MVTV sign a simple lease agreement similar to the one Back40 did when they put equipment on the tower, and to let Dominic Jones know that it is acceptable to the council.
The meeting adjourned shortly after 10:00 AM.
