MINUTES

  • Approve meeting minutes of June 7, 2023

OLD BUSINESS

  • PeopleService Operations and Maintenance Agreement

Tabled until next meeting.

 

  • Cellphone Tower

No new information found.

 

  • Background Checks

Have started with some of the information from the League of Minnesota Cities.  Discussed about the addition of having the Tenneson Warning on the paperwork that our employee will have to sign before doing the Background Check.  Will work with Police Chief Fauglid to get things figured out and to start implementing with any new employee.

 

  • RFL Non-payment

Notice was sent out for missed payment of one of our RFL patrons.  Currently, he’s behind the June/July payments.  Will keep Council informed of the status of the payments of all RFL loan payment.

 

  • Mutual Aid Agreement

Presented the signed Mutual Aid Agreement for the Lakeview Assisted Living as agreed by the Lakeview Assisted Living staff.

 

NEW BUSINESS

  • Resolution 2023-10 Accept donation for the HL Ambulance

Motion made by Council Member Kuhnau to accept the donation for the Heron Lake Ambulance from the Jackson County Conservation League and Tamara Shelton.  Seconded by Council Member Schumacher.  Vote on the motion:  Rasche, Kuhnau, Schumacher, Haberman, Baumann, aye:  No Nays.  Motion passed.

 

  • Jackson County Coverage Contract

Discussion on the change of contract for the Jackson County Sheriff’s Department.  Sheriff Haken informed Mayor Rasche of the added charge for covering sick and vacation days for our Police Chief.  Sheriff Haken sent over a possible contract for the Council to review.  The council wants added to the budget for next year.

 

  • Ordinance No 258

Discussion on describing an occupied/unoccupied building.  Will have to have a Special Meeting before the regular meeting for the changing of verbiage on Section 9 in the ordinance. 

 

  • Zoning Permit 102 16th Street

Tabled d/t non-compliance of prior zoning requests. 

 

  • Zoning Permit 4th

Will need a variance hearing.

 

  • Zoning Permit 521 10th St

Will need a variance hearing.

 

 

LIQUOR STORE – MONTHLY UPDATE – BRIDGIT PRESTON, MANAGER

  • Flooring

The warehouse is 6-8 weeks out for supplies before installation.

 

  • POS

Working out the quirks.  Taxes should be all in. 

 

  • Sink

Talked with the lady that had the sink available.  She will have it delivered when they are able.

 

  • Dance

Parking lot dance went well considering that the band had to quit because of the rain.  Had a $6500 day.

 

AMBULANCE – MONTHLY REPORT – JOE LIEPOLD, DIRECTOR

Presented the agenda from last month’s meeting.  Training was on heat stroke and hot weather emergencies.  Have a possible new EMT.  Drove through the Blue Heron Days parade and the 4th of July parades, which went well.  Had a few incidents at both town celebrations. 

 

FIRE DEPARTMENT – MONTHLY REPORT – CHAD DIEMER, FIRE CHIEF

  • Propane Fire Training

Okabena sponsored training.  Was toasty warm but went well.

  • Pancake Breakfast

Went extremely well.  Had a lot of helpers. 

Discussion on the water/sewer.  Found the water shut off, but no water.

Had to move the walk through at HLBE to August – will be having an Active Shooter Training with the Jackson County Sheriff at the end of July.

Parades went well but ran out of icies.

 

PEOPLESERVICE – MONTHLY REPORT – JOE LIEPOLD, OPERATOR

Nothing out of the ordinary.

More water usage due to New Vision pulling more during planting/spraying season.  They complied well with no issues.

Wastewater was discharged in June.

Will spray for weeds again in July.

Resident on Smith Avenue had his curb stop replaced and cleaned the line.

 

PUBLIC WORKS – MONTHLY REPORT – JOHN HABERMAN, PUBLIC WORKS

  • Community Center Front Door – VanDam Foundation

Everything is done and working.  Will need to send receipts to the VanDam Foundation for their payment.

  • Senior Citizen’s Air Conditioner – Brewster Heating & Cooling

Put in on June 19 – working great.

  • Falls 411H One Way Plow with Snow Wheels

Discussion with pictures of a Falls 411H One Way Plow at $4197.50.  Motion made by Council Member Kuhnau to purchase the Falls 411H.  Seconded by Council Member Schumacher.  Vote on the motion:  Rasche, Kuhnau, Schumacher, Haberman, Baumann, aye:  No Nays.  Motion passed.

Mayor Rasche asked for spraying to be done for the weeds along gutters.

Mower should be arriving the end of July.

Seal Coat by Pearsons will be around the 15th of August.

Dunnicks will be here around the first of August to do the roads.

 

POLICE DEPARTMENT – MONTHLY REPORT – TONY FAUGLID, POLICE CHIEF

  • Heron Lake Police Report

Blue Heron Days went well.

Discussion on taking in the squad car possible for front end alignment.  He asked if they want to put new tires on where should it be taken if that were needed.

  • Jackson County Report

OTHER BUSINESS

  • Next Meeting August 2, 2023 @ 7:00 pm

  • Cannabis

Council Member Baumann was concerned about the use of cannabis in public areas with the regulations.  Police Chief Fauglid stated that the new regulation specifically states that it cannot be in public areas only on their private grounds. 

Personnel Policy Updates with new regulation.  Presented a copy of the new updates for the personnel policy from the League of Minnesota Cities.  Discussion determined that our personnel policy book was developed by us and what was presented was if we had adopted the policy book from the League of Minnesota Cities.

 

  • Cleaning Contract

Discussion on the contract from our cleaning service.  The council would like to see a checklist as to when they are in the building and what they have done during that cleaning day.

 

  • Southwest Broadband

Council Member Kuhnau updated the Council on his meeting with Southwest Broadband.  There are 23 new drops going in, with one being the Schumacher’s Berry Farm in August.
