HERON LAKE CITY COUNCIL
FRIDAY, APRIL 8, 2022, 4:00 PM
SPECIAL COUNCIL MEETING
The meeting was called to order at 4:05 PM by Mayor Rasche, with the following Council Members present; Mitchell Ferguson, Glenn Kuhnau, and Carol Wagner. Council Member Zach Schumacher arrived at 4:10 PM.
City Clerk, Stacy J. Anderson was also present.
Approval of Agenda
Council Member Wagner moved, seconded by Council Member Kuhnau, to approve the agenda with the addition of Veterans Memorial flags, street work update and claims. Vote on the motion: Rasche, Ferguson, Kuhnau, and Wagner, aye; no nays; Schumacher, absent. Motion carried.
Applicants for Deputy Clerk
Discussion was held on the applications of Marlys Olson and Taylor Dambroten, which both were considered finalists of the four candidates interviewed for the Deputy Clerk position. The merits of each candidate were discussed, which included the positive attributes of office experience, bookkeeping experience, computer abilities, organizational skills, etc. Other points discussed included involvement in the Heron Lake community and ability to open and close the community center for events.
Council Member Ferguson moved, seconded by Council Member Kuhnau, to approve offering the Deputy Clerk position to Marlys Olson, starting salary to be $16.50 per hour with an anticipated 50 cent per hour raise after the 60-day probation period, if the position is declined, position will be offered to Taylor Dambroten. Vote on the motion: Ferguson and Kuhnau, aye; Rasche, Schumacher, and Wagner, nay. Motion failed.
Council Member Schumacher moved, seconded by Council Member Wagner, to approve offering the Deputy Clerk position to Taylor Dambroten, starting salary to be $16.50 per hour with an anticipated 50 cent per hour raise after the 60-day probation period, if the position is declined, position will be offered to Marlys Olson. Vote on the motion: Rasche, Schumacher, and Wagner, aye; Ferguson and Kuhnau, nay. Motion carried.
Veterans Memorial Flags
City Clerk informed council of a recent complaint regarding the condition of the flags at the Veterans Memorial. Discussion was held on who’s responsibility the flags are. Discussion resulted in the following decisions: the city will purchase flags for the memorial and replace as needed. The Legion Auxiliary will be responsible for lowering the flags to half staff when necessary.
Streets Update
Mayor Rasche explained that there are storm sewers that need to be camerad before final decisions can be made on street work that is slated to be completed this year. He also stated the Duininck will honor the bid given to the city for street work until the next council meeting scheduled for April 20, 2022.
Claims
Mayor Rasche moved, seconded by Council Member Ferguson, to approve payment of claims as presented, totaling $15,553.58. Vote on the motion: Rasche, Kuhnau, Schumacher, and Wagner, aye; no nays. Motion carried.

Council Member Schumacher moved, seconded by Council Member Ferguson, to adjourn at 4:55 PM. Vote on the motion: Rasche, Kuhnau, Schumacher, and Wagner, aye; no nays. Motion carried.
