HERON LAKE CITY COUNCIL
MONDAY, DECEMBER 16, 2019, 7:00 PM
SPECIAL MEETING
The meeting was called to order at 7:00 PM by Mayor Jason Freking, with the following council members present; Glenn Kuhnau, Andrew Rasche, Danni Swanson and Carol Wagner. Others in attendance were Zach Schumacher, Jim Eigenberg and Stacy J. Grube.
Approval of Agenda
Council Member Wagner moved, seconded by Council Member Kuhnau, to approve the agenda as presented Vote on the motion: Freking, Kuhnau, Rasche, Swanson and Wagner, aye; no nays. Motion carried.
Position of Mayor
Mayor Freking explained his intent to move out of city limits therefore he would not be able to continue as Mayor for the City of Heron Lake. Mayor Freking presented his resignation to Council for approval.
Council Member Swanson moved, seconded by Council Member Kuhnau, to approve Mayor Freking’s resignation effective at 12:00 am, December 17, 2019. Vote on the motion: Kuhnau, Rasche, Swanson and Wagner, aye; no nays; Freking, abstained. Motion carried.
Resolution 2019 – 16
Council Member Rasche moved, seconded by Council Member Wagner, to approve Resolution 2019 – 16, accepting the resignation and declaring a vacancy for the Office of Mayor in the City of Heron Lake effective at 12:00 am, December 17, 2019. Vote on the motion: Freking, Kuhnau, Swanson and Wagner, aye; no nays. Motion carried.
Council Member Kuhnau moved, seconded by Council Member Swanson, to appoint Council Member Rasche to the position of Mayor, effective December 17, 2019. Vote on the motion: Kuhnau, Swanson and Wagner, aye; no nays; Freking and Rasche abstained. Motion carried.
Resolution 2019 – 17
Council Member Kuhnau moved, seconded by Council Member Wagner, to approve , Resolution 2019 – 17, declaring a vacancy for a Council Member effective December 17, 2019. Vote on the motion: Freking, Kuhnau, Rasche, Swanson and Wagner, aye; no nays. Motion carried.
Open Council Member Position
Council directed staff to post opening for City Council position, requesting interested persons to submit a letter of interest by January 2, 2020. Council will review letters of interest with the intent to appoint for the open council member position at the January 8, 2020 council meeting.
Other Business – No action taken
Discussion regarding trees on boulevards being the homeowners’ responsibility if they fall on to the street, mower that was approved to be purchased; has not been purchased to date, and snow removal on city property.

Council Member Rasche moved, seconded by Council Member Wagner, to adjourn at 7:27 PM. Vote on the motion: Freking, Kuhnau, Rasche, Swanson and Wagner, aye; no nays. Motion carried.
