HERON LAKE CITY COUNCIL
TRUTH IN TAXATION HEARING                        
WEDNESDAY, DECEMBER 5, 2018, 7:00 PM

The hearing was opened by Mayor Jason Freking, with following council members present; Roger FitzHenry, Glenn Kuhnau, Andrew Rasche, and Carol Wagner.  Also present was Stacy J. Grube.

The Mayor explained the setting of the preliminary levy and briefly discussed the budget. There were no comments or questions from the public.  Mayor Freking closed the hearing at 7:01PM. 

REGULAR MEETING

            In addition to the council members and clerk listed above, others attending for the regular meeting were: Jerry Wagner, Jerry Christopherson, Danni Swanson, Eva Rostomily, Fire Chief Chad Diemer, Joe Liepold, Police Chief Anthony Fauglid, John Haberman, and Tamara Shelton.

Agenda

Council Member Wagner moved, seconded by Council Member Kuhnau, to approve the agenda as presented. Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Minutes

Council Member Kuhnau, moved, seconded by Council Member Rasche, to approve the minutes of the November 8th and 13th, 2018 council meeting as presented. Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Final Levy Certification

            Council reviewed the proposed 2019 budget with the addition of a $10,000 storm sewer fund being added to the general fund, the total estimated 2019 expenses are $572,403.  The 2019 Local Government Aid (LGA) was certified for $290,489, (lower than 2018) and additional miscellaneous income estimated to be $26,406.00 resulting in:

Council Member Kuhnau moved, seconded by Council Member Wagner, to approve Resolution 2018 – 18, setting the 2019 Heron Lake City final levy at $256,031. This amount reflects a 3 % increase to the levy amount of 2018.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Certifying Assessments

Council Member Rasche moved, seconded by Council Member Kuhnau to approve Resolution 2018 – 19, Certifying Assessment for Unpaid Bills. Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.Motion carried.

Accept Donations

            Council Member Rasche moved, seconded by Council Member Wagner, to approve Resolution 2018 – 20, accepting the following donations:  1) $161.50 from Ecumenical Church Service to the Heron Lake EMS;  2) $161.50 from Ecumenical Church Service to the Heron Lake Fire Department.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.  Page 2. Establishment of Polling Place       

            Council Member Rasche moved, seconded by Council Member Kuhnau, to approve Resolution 2018 – 21, Establishment of Polling Place and Precinct Location for the City of HeronLake.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Falcon Heights

            Council Member Rasche moved, seconded by Mayor Freking, to approve a 7 year renewal on the Falcon Heights loan with a fixed interest rate of 3.940%.  Vote on the motion: Freking, Kuhnau, Rasche, and Wagner, aye; FitzHenry, nay.  Motion carried.

CTAS Adjustments

            Mayor Freking moved, seconded by Council Member Kuhnau, to approve adjusting 01/01/2018 beginning cash balances on CTAS due to replacement of lost checks.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Heron Lake Library Board

            Mayor Freking moves, seconded by Council Member Kuhnau, to approve Annie Rasche to the Heron Lake Library Board.  Vote on the motion: Freking, Kuhnau, Wagner, aye; FitzHenry, nay; Rasche, abstained.  Motion carried. 

Municipal Liquor Store

            Food & Beverage Establishment Inspection Report was presented to Council.  Discussion was held on issues with current streaming system difficulties at the Municipal Liquor Store. Council directed liquor store manager to contact SWMB to address concerns prior to making any changes with services.

Employee Vacation Time

            Council was informed of two employees having up to one week of accumulated vacation time paid out by 12/31/2018 if not used as approved in personal policy.  Council stated that as this is according to policy, notification is not necessary every year. 

Fire Department

            Mayor Freking moved, seconded by Council Member Kuhnau, to accept the resignation of Duane Hattendorf.  Vote on the motion:  FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried. 

PeopleService

            Joe Liepold reported the following;  1) Monthly readings have been completed;  2) Two hydrants are bagged until spring when repairs will be completed; 3) Curb stop at Library was recently fixed;  4) Chapman lift station was down, is now functioning; 5) PeopleService is working on a deal with OmniSite;  6) PeopleService is looking into a mapping system for City water/waste systems;  7) Joe Liepold now obtains a Class D waster & water license.

Public Works

            John Haberman reported that a Christmas light is out and needs attention on Chapman and requested that the City remind residents of residential snow removal ordinances.   

Police Department

            Chief Fauglid presented his monthly report to Council.  He stated that November had been a quieter month and officers are finishing up their yearly training.  Chief Fauglid reminded Council that the lease for the squad car will be ending in May. 

Other

            Council was reminded to turn in any extra meetings for payment by 12/13/2018. 

Organizational meeting is scheduled for January 2, 2019.    

Claims

Council Member Kuhnau moved, seconded by Mayor Freking to approve claims as presented totaling $191,947.97.  Vote on the motion:  FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.
