HERON LAKE CITY COUNCIL  
SPECIAL WORK SESSION FOR 2018 BUDGET
TUESDAY, DECEMBER 4, 2018, 7:00 PM

            The meeting was called to order at 7:00 PM by Mayor Jason Freking, with the following council members present, Roger FitzHenry, Glenn Kuhnau, Andrew Rasche and Carol Wagner. Also present was city auditor Danielle Berg, and city employees Tamara Shelton, John Haberman, and Stacy J. Grube.

Agenda

            Council Member Kuhnau moved, seconded by Council Member Rasche, to approve the agenda. Vote on the motion: Freking, FitzHenry, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

Budget Considerations

             Council discussed the general fund budgets. Discussion was held regarding adding Storm Sewer to general fund budget to be able to fund future repairs and improvements. 

Wages

            Council discussed employee pay and reviewed department head suggestions. Discussion resulted in the following;

Council Member Kuhnau moved, seconded by Mayor Freking, to approve 25cents an hour for custodian at the library and community center, 25 cents an hour for the police chief, 50 cents an hour for police officer badge number 702,1.00 per hour for police officer badge number 704, 1.00 per hour for the liquor store manager, 25-50 cents an hour for the bartenders, 25 cents an hour for the custodians at the liquor store, 50 cents an hour for public works supervisor and 25 cents an hour for public works employee, 20 cents an hour for the deputy clerk, and 50 cents an hour for the clerk/treasurer.  Vote on the motion: Freking, FitzHenry, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.

2008 Watermain Bond Payment Transfers

            Council was informed of transfer changes and adjustments to continue payments on the 2008 Watermain bond, no objections were noted. 

2019 Levy

            Council considered the decreased amount of local government aid certified for 2019, savings balances, and the addition of a storm sewer account to the general fund. The preliminary levy had been raised 10% from the 2018 amount of $248,574, but will be considered at a three percent increase at the TNT hearing.

The “truth in taxation” public hearing will be held on December 5, 2018, at which time the proposed levy and budget will be discussed. The public will be asked to comment and the final budget will be adopted then or at the regular meeting following the hearing.

            Council Member Kuhnau moved, seconded by Council Member Rasche, to adjourn at 8:58 PM. Vote on the motion: Freking, FitzHenry, Kuhnau, Rasche, and Wagner, aye; no nays. Motion carried.
