FEMA – Heron Lake Recovery Scope Meeting
City Clerk is working with FEMA to get all that is needed/requested.
Update on the squad car is we have a motor and the car is in the shop.
Continue to fill out paperwork and get requested information to them.

Westberg/Eischens to go over audit
David Euerle was present to discuss the audit that was just completed.
Council reviewed the past meeting minutes from the Heron Lake Library meeting minutes.

Library Board Looking for Members
Discussion on the need for more members for the Library Board. Sue Larson put in her notice after the last meeting and two current members will be done at the end of this year. Motion made by Council Member Lance Baumann to accept the resignation of Sue Larson from the library board. Seconded by Council Member Haberman. Vote in the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman Baumann. Nay – none. Motion passed.

Board approval Robyn Bickner to fill empty seat term
Sunny Osland from the Heron Lake Library had gotten Robyn Gunther to fill the current empty seat.
Motion was made by Council Member Kuhnau to approve Robyn Gunther to the Library Board. Seconded by Council Member Baumann. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.
Received information from the Jackson County Assessor’s Office of the Foreclosure of 1132 2nd Ave. Discussion on how to proceed with this auction. Discussed other bad houses throughout the town. Discussed the steps of the auction dates. Discussed putting building demo on the budget. Motion was made by Council Member Schumacher to have someone attend the auction. Not to bid if no one else is bidding. If you have to bid, not to go over $8000. Seconded by Council Member Kuhnau. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.

Cigarette License Approval for Staples Enterprises
Motion was made by Council Member Baumann to approve the Cigarette License for Staples Enterprises. Seconded by Council Member Schumacher. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.

2 Liquor License Approval for Staples Enterprises
Motion was made by Council Member Kuhnau to approve the 3.2 Liquor License. Seconded by Council Member Schumacher. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.
Heron Lake Fire Department received a donation from Compeer Financial for $4000.00. Motion was made by Council Member Baumann to approve the donation. Seconded by Council Member Haberman. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.
LIQUOR STORE – MONTHLY UPDATE – BRIDGIT PRESTON, MANAGER
Liquor Store manager not in attendance. Discussion on the Stools. They are not in yet. Also, made the council aware that they are dropping DISH and go with Southwest Broadband to save in expenses.
AMBULANCE – MONTHLY REPORT – JOE LIEPOLD, DIRECTOR
Ambulance Director not in attendance.
FIRE DEPARTMENT – MONTHLY REPORT – CHAD DIEMER, FIRE CHIEF

MN DOT – billing for Right-of-Way fires
Fire Chief not in attendance. Made the firemen that were in attendance aware of billing for Right-of-Way fires with no one available. They are to bill the DOT for those fires.
PEOPLESERVICE – MONTHLY REPORT – JOE LIEPOLD, OPERATOR
Operator was not in attendance.
PUBLIC WORKS – MONTHLY REPORT – JOHN HABERMAN, PUBLIC WORKS
Presented signage that is available to get through the Jackson County Highway Dept.

Bahena was to start today and are not here. Their truck broke down. We have two residents that will have their sidewalks done – to be assessed to their taxes. There is also an area on the front door ramp of the liquor store that needs to be fixed.

Discussed how the Burn Pit would need to have more added with the budget.

Riley’s was to jet the main storm line but had problems with the camera. 16th St is plugged will need Riley’s

Talked with a contractor about demolishing the foreclosed house – received a bid.
POLICE DEPARTMENT – MONTHLY REPORT – TONY FAUGLID, POLICE CHIEF
Reviewed report. Discussed the complaint of 4th St & Smith with people still going through the signs. There will be Trunk or Treat on October 31 and that we will have 3rd Ave closed between 10th St & 11th St. Did have an episode at the park that brought in police from neighboring towns and the highway patrol.

Reconsider Traffic Control Funeral Procession
Chief Fauglid discussed what happened with the last funeral procession and the funeral director. Funeral director does not like the fact that we are not doing the full procession as before. Chief Fauglid stated the problems that happened with this procession. Discussion on city limits and what to provide. Chief Fauglid is to lead the procession and park blocking the 10th St and 1st Ave to go north. He will inform the funeral director that they are on their own after that and are to proceed to Hwy 60 via 1st Ave (Co. Rd. 24). Motion was made by Council Member Rasche to approve to go with what was said above. Seconded by Council Member Kuhnau. Vote on the motion: Aye – Rasche, Kuhnau, Schumacher, Haberman, Baumann. Nay – none. Motion passed.
CLAIMS
Motion was made by Council Member Haberman to pay the claims. Seconded by Council Member Kuhnau. Vote on the motion: Aye – Kuhnau, Haberman, Baumann. Nay – none. Motion passed. Rasche and Schumacher abstained.
BUDGET
The 3rd quarter budget was presented. Remind to put the Burn Pit on the budget. Discussion on paying off one bond in 2025 and to consider paying off another bond as recommended by David Eurele.
