HERON LAKE CITY COUNCIL

REGULAR MEETING

WEDNESDAY, SEPTEMBER 5, 2018, 7:00 PM

 

The meeting was called to order at 7:00 PM by Mayor Jason Freking, with the following council members present: Roger FitzHenry, Glenn Kuhnau, Andrew Rasche and Carol Wagner.

Also present were: Guy Carlson, Jerry Christopherson, Wayne Rasche, Jeff Freking,  Joe Liepold, Police Chief Tony Fauglid, John Haberman, Tamara Shelton and Stacy Grube.


Agenda

Council Member Kuhnau moved, seconded by Council Member FitzHenry, to approve the agenda as presented.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.   


Minutes

Council Member Rasche moved, seconded by Council Member Kuhnau, to approve the minutes of the August 1, 2018 council meeting as presented.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried. 


Water Tower Contracts

Discussion held on updated pricing from both KLM Engineering, Inc. and Maguire Iron, Inc.    Council requested Joe Liepold from PeopleService to speak with KLM Engineering, Inc for additional pricing and information on reports and report back to Council in October.    


Heron Lake Young Men’s Club

Council Member Kuhnau moved, seconded by Council Member FitzHenry, to approve the lawful gambling application for Heron Lake Young Men’s Club to conduct a Raffle at their fundraiser to be held at the Heron Lake Community Center on February 9, 2019.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.


 
Zoning Permit

Council Member Rasche moved, seconded by Council Member Wagner, to approve the zoning permit of Marty Henkels to build a deck at 131 17th Street.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.


Zoning Permit

Council Member Kuhnau moved, seconded by Mayor Freking, to approve the zoning permit of Guy Carlson to move in a corn dryer bin at 350 10th Street NW.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.  


Industrial Water Supply Development & Distribution Agreement Draft Letters

            Mayor Freking explained the draft letters provided by Shannon Sweeney from David Drown Associates, Inc.  The draft letters included 2 different options and pricings. Discussion resulted in Council requesting cost adjustments and only one option.  Council directed staff to contact Shannon Sweeney with requested changes. 


MN Municipal Beverage Association

            MMBA is requesting Cities to pass a resolution in opposition a possible bill that may be introduced in the next legislative session allowing beer and spirits to be sold in grocery and convenience stores.  Council tabled their decision to pass a resolution until the October Council Meeting.

 

Summer Recreation Program

            Council was presented the 2018 Financial Report.

 

Preliminary Levy Certification

            Council Member Rasche moved, seconded by Council Member Kuhnau to approve the preliminary levy to be set at a ten percent increase from last year, resulting in $273,432.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.

 

 PeopleService

            Joe Liepold reported the following; 1) Valves are being exercised;  2) Water samples for Lead and Copper are being done again;  3) Ponds are getting full, all samples have passed;  4)  Chapman lift station will be unplugged if needed;  5) Asphalt manhole on Chapman is sinking;  6) Will do flushing in September/October

 

Public Works

John Haberman reported the following; 1) Shawn Colbert countered the City’s offer to buy the surplus Generator for $400, Council remained firm on price of $500;  2) Shawn Colbert expressed interest in duck boat, Council declined;  3) Neinkerk Construction chained out 9th Street storm drain, water is now flowing well; 4) Neinkerk Construction jetted Chapman/10th Street NW and found collapsed tile;  5)  Bid for a new mower was presented, Council is not interested in at this time.       

Discussion was held on tree trimming, Council directed staff to send a second letter to those that have trimmed but still need to do more, and send letters to those that were added to the list by the tree committee.  Council will also amend Ordinance 226 at the October Council Meeting. 

Discussion regarding bids that were presented for digging out drainage ditch resulted in,   

            Council Member FitzHenry moved, seconded by Council Member Rasche, to approve the bid of H & F Drainage to clean drainage ditch and level dirt in field north of ditch for $3,412.50 contingent on approval of Schumacher’s allowing dumping in field.  Vote on motion: FitzHenry, Freking, Kuhnau, Rasche, and Wagner, aye; no nays.  Motion carried.

 

Police Department

            Chief Fauglid presented his monthly reports to the Council. There were 82 calls in August which included juveniles operating ATV’s and several public service calls.  Chief Fauglid reported that the department is now using Zuecker Technology and part-time Officer Ashley Markus has accepted a full-time position in Adrian but may be able to help fill in. 

 

Fire Department

            Council was reminded of the Open House that is scheduled for September 8, 2018. 

 

Other Business

            Council Member Kuhnau reported that approximately 900 people are now hooked up to the streaming service with Southwest Broadband.

 

Claims

            Council Member FitzHenry moved, seconded by Council Member Kuhnau, to approve claims as presented totaling $190,499.15.  Vote on the motion: FitzHenry, Freking, Kuhnau, and Wagner, aye; no nays; Rasche, abstained.  Motion carried.  

 

Adjourn

            Mayor Freking moved, seconded by Council Member Rasche, to adjourn at 9:05 PM.  Vote on the motion: FitzHenry, Freking, Kuhnau, Rasche and Wagner, aye; no nays;  Motion carried.
