HL City Council Mtg Minutes – 03-07-18

HERON LAKE CITY COUNCIL
REGULAR MEETING                      
WEDNESDAY, MARCH 7, 2018, 7:00 PM 

            The meeting was called to order at 7:00 PM by Mayor Jason Freking, with the following council members present, Carol Wagner, Roger FitzHenry, Andrew Rasche and Glenn Kuhnau. Also present were Mike Fest, Jerry Wagner, Jerry Christopherson, Wayne Rasche, Chad Diemer, John Haberman, Joe Liepold, Tony Fauglid, Tamara Shelton, Brenda Martin-Granstra and Stacy Grube.

Agenda

Council Member Kuhnau moved, seconded by Council Member Wagner, to approve the agenda as presented, with the addition of MDF Trucking and Auditor Engagement Letter. Vote on the motion: Freking, Kuhnau, Wagner, FitzHenry and Rasche, aye; no nays. Motion carried.

Minutes

Council Member FitzHenry moved, seconded by Council Member Kuhnau, to approve the minutes of the February 7, 2018 council meetings as presented. Vote on the motion: Freking, Kuhnau, Wagner, FitzHenry and Rasche, aye; no nays. Motion carried.

MDF Trucking

Mike Fest requested permission from the Council to park trailers on the cul-de-sac of 1st Avenue until his lot dries and the ground firms.  Council granted permission. 

PeopleService

            Joe Liepold reported that the Red Rock Rural Water project is now complete, with the exception of software that may be installed later.  Joe reported that the Sacred Heart Catholic School does not currently have a water meter.  Joe also gave monthly water and sewer reports. 

Public Works

            Director John Haberman gave the council an update on the grader.  The grader is up and running and he discussed that it will need a few more minor repairs in the future. 

            The use of the push box owned by Council Member Rasche was discussed.  Council Member Rasche said that John is welcome to use it when needed this winter and no compensation is expected. 

            John discussed the brush growing in the ditches of the Old Highway 60.  Staff was told to find out how far the railroad’s property line goes in the ditch.  It was agreed that the area will be sprayed and removal of brush will be done up to the railroad’s right of way.   

John also discussed the Liquor Store light, stating that the wires coming out of the building is broken because of the settling of the steps. 

Police Department

            Chief Fauglid reviewed his monthly police report.  Chief Fauglid also told the Council that they are now required to meet 16 Credit hours of De-escalation and Sensitivity training that they are able to complete online.  He stated that there will be new software for the computer coming from Jackson County.  Chief Fauglid also stated that he will starting to work on the Junk Vehicle Sweep soon.

Fire Department

Council Member Kuhnau moved, seconded by Council Member Fitzhenry, to accept Kim Leopold’s retirement.   Vote on the motion: Freking, Kuhnau, Wagner, FitzHenry and Rasche, aye; no nays. Motion carried.

            Fire Chief Diemer stated there is Right to Know, Blood Borne Pathogens, Confined Space and Hazmat training on March 27, 2018 at the Heron Lake Community Center and invited City employees and Council Members to attend. 

Liquor License Renewals

Council Member Kuhnau moved, seconded by Council Member Rasche, to approve the renewal of P & J’s Mini Mart 3.2 Off sale liquor license and the renewal of the Plaza Grill On Sale license, contingent on receipt of proof of insurance. Vote on the motion: Freking, FitzHenry, Kuhnau, Rasche and Wagner, aye; no nays. Motion carried.

New Clerk Official Check Signer

Council Member Kuhnau moved, seconded by Council Member Carol Wagner, to approve new Clerk, Stacy J. Grube, as the new Official Check Signer.  Vote on the motion: Freking, FitzHenry, Kuhnau, Rasche and Wagner, aye; no nays. Motion carried.

Auditor Engagement Letter

 Council Member Kuhnau moved, seconded by Council Member Rasche, to approve the signing of the Engagement Letter with Richard W. Holmberg.  Vote on the motion: Freking, Kuhnau, Wagner, FitzHenry and Rasche, aye; no nays. Motion carried.

Other Items Discussed, No Action Taken

            Council was informed of time set for MNDOT Open House on March 26, 2018.  Time of Open House is 5p-7p. 

            Council was made aware that the new ambulance should be ready in about a month. 

Council also was told that there will be a refund coming from returning the core from the recent grader repair.  Once the refund is received, staff will transfer money from equipment savings to pay for the part. 

Council was also made aware that the City Office would be closed on March 22nd due New Clerks’ orientation conference March 20-22, and a previously scheduled appointment for staff. 

Claims

Council Member FitzHenry moved, seconded by Council Member Kuhnau to approve claims as presented totaling $125,513.90. Vote on the motion: Freking, Kuhnau, Wagner, FitzHenry and Rasche, aye; no nays. Motion carried.
